    Project Background and Constrction Conditions: The input capital of Yongkang Stocks for Jinhua-

    LishuiWenzhou Expressway belongs to the government investment and Zhejiang Jin-Li-Wen

    Expressway Co., Ltd. is engaged in the unified management and administration, the unified

    financial accounting and the unified capital dispatch. Up to 2004, it had occupied 3.49% of the

    total capital stocks of Jin-Li-Wen Expressway Co., Ltd. Since its section from Lishui to

    Wenzhou was constructed and opened to traffic in 2005 and the investment scale was

    expanded, the stock right has reduced to 1.93% and now it will be transferred at a stock

    premium.
